Is the Grandfather Clock functional?

What do you mean by "functional" on the Grandfather Clock?
It's just Heirloomable décor. All Grandfather Clocks function the same, they just vary in appearance.
I meant does it have a chime and actually keep time.
Thanks I was hoping it had chimes like the TS2 one.
