From the description, and the generated townies in my premade rotation test save, I'm going to say no. They all look like single sims except for the few families that have teens/kids, likely generated for school friends.
I have Move In disabled for townies though, so that might be a factor if they have to be living in a home to invite other sims to move in?
The descriptions of the new NS options are:
Friendship Changes
Sims may make friends and either nurture or damage their friendship.
Romance Changes
Sims may start romance and either nurture or damage their relationship.
Hmm... I'm mainly interested in Sims having kids, so that the families do not die out. Will they get pregnant while not living together?
