When I am playing a Writer, I find having the lot traits Artist Studio (think that's what it's called anyway) and Fast Internet both help to create better quality books. Also, ensure you get Creative Visionary trait. My Sims tend to write more Bestsellers in the Short Story and Screenplay genres, but if your Sim is, say Flirty, have them write a Romance novel, it ups the chances of an Excellent quality or a Bestseller quality. I also have my Sims write in a room that has Inspiring decor in it and if you don't mind the wait, a Sim with the Perfectionist trait will produce better quality novels, it just takes them longer.
If your Sim completes the Painter aspiration, they'll be able to write any of the emotional books (Romance, Playful, Sad Book, etc.) without having to be in the proper mood, which means you can concentrate on keeping them inspired. (They'll also be able to create the Angry/Flirty/Playful etc. sculptures on the woodworking bench without being in the necessary mood.) If I'm playing a family and one of the kids is of a creative bent I'll often give that Sim the Painter aspiration when s/he ages up from Child to Teen; if you play on a relatively long lifespan you can often finish that aspiration before your Sim ages to YA -- it's one of the aspirations that can be completed as a teen (doesn't require the teen to become an adult to complete it). When you're doing the painter aspiration, you can save the paintings to your inventory, then when you move out of the family home you can sell them after you move out to a starter home, and have enough money to do needed upgrades (better appliances/bed/plumbing) or even to move right away to a better house.
