Like Suzapalooza said, you place the clutter objects you want on the surface and move it away from the tile that is wanted. Then you should be able to drag the object of the surface and it should stay at the same height you can move it freely or raise it up or down. BB.MOVEOBJECTS AND SIMS 3 CAMERA MUST BE ENABLED
Another way to do this is to fill all the slots and then drag the wanted items to wanted area. I personally find the first way easier.
