Maybe I am confusing voting for NAPs with voting for community spaces, it's been a long time since I've used either. I remember that for community spaces to change them you needed to collect votes from townies, you basically need to go up to townies and ask them to vote for the type of community space lot you want. I think you can collect these votes only during week-ends. Basically a lot of work for lots that function exactly the same but look different.
