There's a cheat to do it. With a sim who lives in the same neighborhood as the community space (the same neighborhood, not just the same world), type testingcheats on, then shift-click on the voting board and the option will come up.
As to your original question, I think the voting board is separate from the NAPs.
I last did a community voting board in a neighborhood where the community space was newly placed and there were already 4 NAPs active in the neighborhood. I did not have to repeal a NAP in order to do the community space vote.
It's been a long time since I started a game in a neighborhood with a voting board, so can't remember how it works in the early game-- like whether you can vote for a NAP and vote on the board the same weekend. You could try it and see.
