I don't think the Haunted lot trait is base game, I believe it comes with the City Living EP. I rarely use lot traits though so I could be mistaken or perhaps it was recently added to base game in a patch? Last time I looked through the list of lot traits though, I don't recall seeing it there. I really hope you're right because I'd love that trait for certain lots in my game. :)
