Question about new update "Gender Preference"???

In the new patch, in the patch notes there's a note that says "Gender Preference now affects flirt options". Was there a new gender preference feature added? Was there one the whole time? I'm so confu...

If that's it, I kinda fail to see the point. My play often revolves around Don Lothario, a supposedly notorious flirt. But even he rejects romantic approaches if in a relationship. Actually, I never really experience autonomous flirting in non-couples.
