If you don't use the cheat some things may not appear in your game if it was used to put certain things in places they normally would not go, for instance a window in a roof, maybe a pond from the show hidden objects cheat and then I guess the clutter.
I always personally put this on my description of my builds just in case I adjusted something with bb.moveobjects on, I also playtest my homes thoroughly and I play the Sims so I want homes to be Simmer friendly.
