I can tell you disagree, but that is kind of part of the point. Bestial doesn't mean evil for socials, and they've based the rampage more around anger than hunger for wanton hunting (though hunger can be a trigger). Put a rampaging wolf in a full house of people and there will still be plenty of chaos without it.
I do, and would, expect going full wolf to make communication a fair bit harder. If you cannot really communicate with your fellow wolves in that state, why would a Chihuahua stand a chance? It is a state to be managed like anger generally in the game. You aren't in the same level of control, which is why you cannot do the things you normally would.
Could there be more to do? Sure. Is it necessary? I don't think so. It is the one major weakness of wolves, one that can be mitigated through managing fury. I certainly think it makes more sense than vampires releasing their victims without a full thirst bar.
