In the UK some level 2 listed buildings have to put secondary glazing inside as they aren't allowed to change the windows' structure. Nowadays ceilings have gone back to being about 8 feet (2.4 metres) high in apartments but in old Victorian/Edwardian ground floor apartments (like mine) they were usually 9ft 6inches (nearly 3 metres) or roundabout and lower in above ones. Curtains are more expensive but there is a greater sense of space!
We have all grown much taller in the past hundred years so a lot of renovators of old cottages have lowered the ground floors in order to get through the doors there at least, without hitting their heads.
