I don’t think it’s because of MCCC. This didn’t happen in another save where I’m using all the same mods.
Someone on AHQ said that Father Winter is replaced by someone random after each year, so I’m thinking this is by poor design rather than a bug. No idea why he didn’t show up the first time, though.
