Idk if it's a bug but I have seen my sims gain 10 or 20 points here and there. I think they get them from completing career daily tasks and participating in events like festivals. I'm not really sure as I would need to test it out but if this is the case it may because they added the option to turn off whims and they thought sims needed other ways of earning points outside of actually completing their aspiration and holidays (if you own seasons).
