The check box option under Options > Gameplay was meant to be removed when Neighborhood Stories was released, as the Neighborhood Stories option regarding empty households overrides the functionality of that button.
This will be updated in a future release.
I finally found the Move In / Move Out options. It took about 10 minutes, and the reason being that I don't play scenarios/stories. I didn't know where to look. Their location just isn't intuitive overall.
