There's a bug about writing songs and books, you can click "me too" here if that's what you're experiencing:

Writing a song takes 12h, but it resets to 0 if you reload the lot (because of traveling or saving and reloading).

My Sim recently managed to finish a song, but only because I made sure that I avoided any loading screens.
