As NRowe said, start with one world. It's a long process but the end result is so rewarding. As you go along, more inspiration will hit you. When you hit a creativity wall, then move onto something else.
It sounds like from your post, you don’t plan on building everything and using the Gallery instead. If I understood that right, then it will be a lot of fun deciding on what theme you want for each world.
Also, I'm pretty sure there are some empty saves out there with no lots and Sims. I believe the video Simgirl1010 linked above has a link to an empty save. I would start there. Or, shameless plug of myself, if you don’t want to build but create your own sims, I have an unpopulated save. It's just my builds but you add your own sims. All worlds to San Sequoia are built. I didn't do Horse Ranch's world because I didn't get the pack. I do plan on getting For Rent though.
