I've rebuilt out my save a couple times, including making a master save. Admittedly I've made so many updates to my current save that I'd need to go back and update the master if I wanted to start over again, oops.
I started by looking for builders whose style I liked who already made over some (or all) of the worlds. This was helpful because generally world rebuilders list out which lot they built for and the neighborhoods are cohesive, which took out a lot of the stress. They also build out the "weird" lots that are harder to fill. If they had a world/neighborhood I didn't like, I only had to look for a few replacements or insert a standalone build that needed a spot. I downloaded several other rebuilt saves to see what I liked and didn't like, and I ripped a few worlds directly from those. I never bothered bulldozing the existing lots; I just replaced straight from my library. I saved everything from the gallery and made a list with lot names and their replacements, and just did it all in batches.
For the sims themselves, I deleted the premades I didn't care about, gave makeovers to my favorites, and replaced a few with other people's makeovers for the ones I liked enough to keep but didn't want to spend time on. I also downloaded themed townies for each world and shoved them into a house I wasn't likely to use to fill the towns out. Depending on how micromanaging you want to be, you can find mods that let you assign the NPC jobs to certain townies if you want your save to have specific teachers, vendors, bartenders, etc.
To give myself direction, I started with a few families that I'd like to play and would also be fine having as background characters. Then I thought about what they'd need in each world to feel alive as far as unplayed neighbors and community lots. That helped narrow down my focus a lot, as there are plenty of amazing builds, but I would rather the real estate be useful.
Give the save a name that includes "do not play" so you don't overwrite your base save.
