I'm similar, I like to search the gallery and replace most of the lots in my game, and I've been wanting to build up a new base save so that if my game ever gets corrupted or too buggy, I can transfer all of my Sims to a new one. It's a long process, finding the "right" lots, because there are many things to consider when sifting through the gallery. Some lots require the #MOO cheat first or it won't place properly, some lots are overly cluttered and will lag the game, some lots weren't tested for play and aren't actually usable, etc. But I still love searching.
One thing I would suggest is not to go world by world or single lot by lot, but by neighborhood. To get a good aesthetic, if you look at the neighborhood clusters, you can come up with a design "theme" for the area and search for those lot sizes. I find that this helps give some fun variety to each world. For example, in Oasis Springs, I have an ancient Egyptian neighborhood, a steampunk neighborhood, and a Romani caravan neighborhood. I've got a fairy neighborhood by the magic tree in Willow Creek. In Newcrest, a Victorian neighborhood and Spellcaster section. I've got a Mer kingdom in Sulani and pirates in Brindleton. And on and on.
The fun thing about this method is that you don't have to overhaul a whole map at once, and you can go with the flow of your moods and motivation and it slowly all starts to come together. Good luck with your new save! :)
