Its not like you have to buy all of them, find what you want in your game and add it. I just think the same rule should apply to hairstyles too. They gave us very basic hair in the base game, just like everything else in it. We've always had to buy that extra content.
Afro textured hair is basic though. It's not extra unless black people are somehow extras like pets and seasons. :#
I think its more about options, the base game gives you the very basic of options and expects you to pay extra for more. You wnat more options that Maxis expects you to pay for them. The sims 4 is far from the only game I know that locks hairstyles, black included behind paywalls while only giving you access to like 6 basic styles in the base game.
I'm not saying this is a good thing, more that its just how capitalism works.
