Whats not to understand??? Most Black simmers want to play with black sims , for the most part , they want those sims to have have black textured hair. Most white simmers play with mostly white sims, but they dont suffer from lack of hair options .
I guess if you're striving for 100% authenticity it might make sense, but I'm not that critical. There are short men's hairstyles that look close enough to me (they're textured, not straight), and I've created some truly breathtaking female black Sims with straight hair. That's not a stretch, btw--many black women in real life have straight hair, even though it's not natural.
I guess it just comes down to how detailed you want it to be. Personally, I would upgrade the game's graphics before I worried about hair textures, because with the current graphics, you probably wouldn't notice any improvements anyways
