Actually, the base is what affects it the most. From what I can see, most of the other dynamics add or subtract from the number which determines if the social interaction is a success or failure. It works like when you try and talk about music to a non-music loving sim, it fails much more often. Sims you are compatible with you DO get a bonus to the relationship gain(an extra .50 for amazing, .25 for good). But after all that. if you only get half the amount of points for a certain age group to age group, you're only going to get half the points period if you succeed.
My adult sim succeeds at most of his interactions, but he's still not making friends, because he's not inviting children, infants and toddlers over to his house to chat with.
EDIT - I just found a crossagetuning_pie_menu_score bit, with a multiplier for ages with other ages, but it makes no sense because it's not even close to what's mentioned above. Or I can't read it, lol. So no real idea what's going on.
