I don't even think a world kit is an option because they outsource their world map art and they have stated that it is pretty expensive to make.
Most people wouldn't even be able to make their own worlds because they have no skills on photoshop and you'd still need to make the UI for the world and stuff. Which are things you don't need in TS2 or TS3 since there's only one big 3d world, not multiple worlds locked behind loading screens.
