Repoman question

So, we got the Repoman back. Yay, although I never really missed him. I like that power and water is shut off.

But now we have 3 reactions if we don't pay bills? I would like to know what time each of them tick in. Is the Repoman an addition appearing after 72 hours if we already lost power and water, and still refuse to pay? Or does he arrive on the lot at an earlier stage? Anyhow, I hope he will not take unique family paintings/photos...
