Restricting played sims from showing up on lots outside their world?

I feel so very deeply that sims who live in a world should be the only ones who naturally show up there! (besides, I suppose "not in world" sims) Am I the only one who wants this? If I could have anyt...

The first time I saw some of the Sims I had created walk by where my current Sim was living, I have to say I was thrilled. I would much rather have the walk-bys than to experience the extreme loneliness of what would appear to be an empty neighborhood. Guess the walk-bys just don't bother me.
