There is a way to get unlimited food from NPC-run lots: Use the LICE frig. See the first post of this thread, specifically the section on "Setting Up A Bakery As a Visitable Community Lot".

I currently have the lots owned by another family in town (let's say the town founder family). Do you think I should sell those lots so that thye are completely run by NPCs? I'm still having a problem with them restocking after my sim buys something. Well...I guess I will test it.
