This definitely doesn't solve your problem, but here's what I did... I made an indoor ice skating rink and set the lot up as a gym so that Sims show up. Most of them just use the gym equipment, but a few have skated and some watch if my Sim does a "routine".

So I’d usually say no because I hadn’t noticed townies skating but I did today. I had a group skating in one of the spawned ones in Newcrest. My sim was at home and I zoomed out and happened to see it.

This has been an issue since Seasons released. The swings have the same issue.
