They will be romantic with one another if they have the romance bar up. I had one of my sims' boyfriend move in. He slept in the same bed with her and everything. They had a kid and he'd even help with childcare autonomously. He'd leave for work and come back home at the same time everyday (he was one of the sages of magic). It was kind of weird having him in the same house but not actively playing him.
I will say though, ever so often, he'd call and ask her out on a date when the were already watching a movie together on the same couch...
