Rich adults and elders aren't likely to have any scholarships they can apply for.
Adults and Elders are not eligible for most scholarships, as you can see if you read the Scholarship Info Packet. I think they are eligible for the needs-based scholarships but your Sim apparently has too much money for that. I don't know whether they can apply for the Sports or E-Sports scholarships but those require skill in Fitness or Video Gaming.
Distinguished scholarships are awarded automatically, so you can't apply for them.
