Interesting. If you've removed your mods and repaired your game, but it's still happening, then I'm not sure.
Only thing I could think of suggesting is to see if the same thing happens on a newly created save. If the weather goes on normally, maybe it's an issue with your save??
Also, double check your season/weather settings.
