I did have snow in Planet Honey Pop, but I do not have it any longer. I think it was a bug that they fixed. I seem to recall them mentioning it in one of the patch notes.
I sometimes have issues with sims feeling to hot or cold as well. Turning the thermostat on and off again fixes it. I use a mod by deischaf where I can turn on and off the thermostat instantly.
