Hmm, hard to say. People who play only with New Orleans and the desert from the base game have no winter-suited world. Windenburg and Brindleton Bay are perfect however.
Uh, I think you are forgetting Newcrest. Newcrest was added later but it is free so technically base game players do have access. Newcrest is very suited for winter as it does have pine trees!
Also while Willow Creek is based off Louisiana/New Orleans to a large extent, I don't think that means NO winter, I think it just means LESS winter, because that was for sure Willow Creek in parts of the trailer showcasing the change of all 4 seasons on a neighborhood.
Oasis Springs on the other hand, yeah they should probably not be having snow.
Of course we all WANT new worlds, but in a pack like this, I think it makes sense to leave it out and focus on getting the global weather system right.
