Seriously, what's the logic behind bills anyway?

My sim's house isn't particularly big or fancy, I've stopped using the thermostat and rather have the sim dress according to weather (although it looks silly when they wear winter clothes inside), and...

My bills are often fine, but if I place things in the household inventory I didn't expect me to have to pay higher bills for them though, thanks for letting me know THAT :D Now I can deal with this better.
