While I appreciate your idea, culling is not that simple. I make townie households of my own and put them into the world and evict them since I'd like to see them walking around town, and not living together. I've had three instances of replacing them after they were culled and it's very annoying.
Also, I do move sims into homes to make them "safe", but it really starts making my game intensely lag for some reason. I have a pretty good computer spec-wise, so obviously I'm not alone in this.
I'm on round 5 of 43 households (59 sims in total). They party so hard when I'm focusing on a different household they can't even remember meeting each other ;)
