I'm glad you're happy with your solution. I'd rather they fix their broken game.
If talk about gameplay, both cullings don't break it.
Sims 4 is closed world, then supposed to no rotation.
Rotational play is openly built into the game. The Played Sims panel in Manage Household supports more than one household; the Map view lets you start playing any household on the map; the more central + symbol on the Main Menu adds a new played household to your save without unplaying your previous ones. Closed world has to do with how much of the world is active at any given time; it doesn't have anything to do with rotational play vs. single-household play.
And yes, if my Sim's townie love-interest is culled before they're boyfriend/girlfriend, my game is broken. If my teen Sims forget everyone they've met at school or in clubs because I played their mom's house for a Sim day, my game is broken. My save broke big-time before I noticed it happen, because it all happens in one night, not gradually. I'd spent time sending Sims to work and school to meet other Sims; having them start clubs so they'd know each other; getting to know neighbours - all while I set up the worlds. When I settled on which of my households to play first, I discovered that all that time I'd put in had been for nothing. My gameplay had been largely erased by the memory loss.
You're welcome to be happy with the state of things; I'm glad they don't affect your game. They affected mine significantly. I'd like to see that not happen again when something gets changed in a background game mechanic.
