One bakery I was able to purchase & try cake (It had cakes set out) but not the other. The clothing had "dummies" but they were naked and no option to purchase just dance. It also had the stands to select a clothing option but only worked for one of my sims not the other. Is there one for male/female options?

Just asking as I don't want to run a retail if I don't have to but if it requires a sim to do that then I will just download one to do that.

You don’t need to own retail lots to shop there. You only need to buy retail lots if you want to change what they sell. So if you want the bakery to sell pies as well, you would need to buy that bakery to add pies. Once that’s done, you can sell the bakery and NPCs would run it.

For clothing shops, you can buy the shop to set what clothes to sell on mannequins. There are male and female mannequins as well as ones for boys and girls. AFAIK you can’t buy clothes from the racks. I think the racks are only like dressers.
