I'd guess that the rent cost is based on the lot cost.
If that is the case... they were made by players and likely contain a lot of clutter so the price will be high.
Maybe use some of the empty lots for a simple house of your own make?
Yes, I made one this evening that was a 20k starter, as a rental it costs about 220 simoleons per day, so I'm happy with that.
