I don’t think the OP is saying add full packs, but features from packs that maybe aren’t central to the pack, but could add enhanced gameplay if added to the base game. Like my example of the calendar from Seasons. It’s not the key feature of the pack, and added to base game it could be a decent enhancement. Players would be able to pre-plan events and perhaps add holidays to base game, even if they still have perpetual summer.
