Should base game bundle early packs into it for all players to own now?

It will be seven years the sims 4 was released this september and if continue development is truly planned for two more years, I wonder if the base game should start combining or bundling early game p...

Maybe pets and weather should be base game, but a lot of the content for those are still in this packs? I.D.K. I like The Sims 4 as is, but I am open to hear other opinions o:)
