I would love to have it both ways, frankly, depending on the game save. For instance, why would I want contemporary Sims wandering through my 18th century game save in their contemporary and less than modest clothing? For that one I would toggle it off. But, for my other game save, the Cantrell family, I run out of room to place my other families that belong in their world, so it's very nice to have them walk by or just show up.
