I thought once you moved a townie into your active household they were safe from culling. Oh well, at least I've learned something :)
Usually if you click manage household to make sure new adds are showing when you look at your household and the heart is colored - then they are safe - but it seems since the update it is a good idea to make sure they are showing in the picture and the heart is still colored. So I always click on the households to check that I add new sims to. I have come across a few - especially sims that were only job fillers - which are anyone from added sims for libraries to festival sellers or tourist not in the regular game - who are just temps and may not always be saved if you don't make sure they show on your household manage sims page. If they don't show - in the picture click onto it to open, it will take you to the household - then save - then go back to manage sims and they should be added and the heart colored that protect them.
I notice if an added sim is adopted or married to one of your sims it always works but just moving them in may not always take the first time if they are temp filler NPCs. Like I said I have had it happen a couple of time not getting them first time - as I prefere to use the temp sims instead of messing with sims that may be married or partnered with someone else - so I tend to pick fillers. LOL. They are not usually connected to other sims like regular town NPCs.
