I don’t use any mods or CC, and I’m having this problem as well. Even when the restaurant is closed, my Sims still can’t clean the dishes. They keep piling up and are giving my sims the "Bad Environment" moodlet. Even in Build/Buy mode I can move them, but I can’t delete them. It’s a very irritating bug that really shouldn’t exist in a pack that’s almost ten years old.
