SimGuruGrant stated lack of snow depth was not a performance issue. Rather an aesthetic issue. Which is fine by me. It is likely that a modder will come out with thicker snow, and of it bothers you that much, you can download that. I would rather have a snow paint later than have lack of other features in the game, like different weather for each world.
