I think they're just trying to advertise all their Sims games (Sims 4, Sims Mobile, Freeplay ...) that they have listed at the top. These commercials are super random and don't specifically represent any of the games well so they can apply to all of them.

as if it's dlc.

The have to do that in the disclaimer to keep the legal departments happy. SimsVIP even has an article confirming it is just a marketing campaign for the franchise as a whole.

I didn't say what it required. What I meant is it is marketing for the whole Sims 4 franchise (IP). It is not a new game as the OP speculated.

For PC, see minimum system requirements for the pack. i mean if it's to promote ts4 it's a bit redundant to say it requires ts4 lmao, but another user told me the disclaimer is on pretty much all the website which may not be connected to the announcement itself
