Sims 4 in HQ mode?

I have heard you can change Sims 4 to start in HQ mode, so you can create you own mods with higher res textures? Obviously this depends on how powerful your CPU and Graphics card are. How do you make...

I believe you can use the HQ mod. I think it’s on mod the sims website.
