- EP, because of ocean swimming + more than a one-neighbourhood world. Or that's what I would presume, anyway, as the minimum this pack would have. The ocean swimming would be a big development budget item.
- I think it will be a game pack, like the other holiday destination packs. There hasn't been a new game pack in a while. Maybe a bigger than usual game pack?

I think @graventhe hit the nail on the head. It should have been a game pack because expansions in this game have no depth. - Think: Game Pack (if any)
Want: Expansion Pack - Game Pack. The concept itself seems limited.
However, if it were to come with a few other destinations, like World Adventures, then I wouldn't be too upset to see it as an Expansion Pack. - Expansions lacks sorry packs lol are really shallow and lacks in depth they focus on one feature and make it big (get together clubs for ex)
Gamepacks have better depth in content and gameplay
I'd have voted for EP if sims 4 EPs were actually thriving
