I think a good reason they don't include any weather-specific holiday traits are because you are not guaranteed to have that weather on any given day. I know it sounds silly coming from The Sims 3 which snowed out every single world for the whole winter. However, in my first winter in The Sims 4, it didn't snow until the day after Winterfest. It would have been awkward if Winterfest had celebrations that required snow.
True, but I can plan a snow day holiday when the calendar says the game will have heavy snow or snow. Well in theory I would like too. In my game my sim lives in Newcrest and they had snow for 6 days out of 7. San Myshuno had snow for some of those days and Windenburg had snow for the majority of the season. If snow activities or winter activities as I think they are labelled for clubs couldn't happen because you didn't have snow, you could cancel that tradition or not plan a holiday involving snow if there was none forecast.
