My adventurous, loner teenager (so far the only active Sim in my only household this save) seemed to pick up the same thing. Went to waterside warble to practice mixology (employed as a Barista see) and the skill bar postively shot up.
And I have the skill gain lowered using MCCC . It WAS working as I'd expect then suddenly not. Possibly a bug being reintroduced with the very latest patch???
