Snow not sticking to ground during any season but winter during blizzard

I've twice created a blizzard with the weather machine during Spring and Fall and both times it didn't stick. Is this normal or could it be a bug? Tried Willowcreek and Newcrest.

I noticed this too in spring it snowed a lot but the snow didn't stick
I also noticed that snow melts too soon after a heavy blizzard which doesn't make sense
I hope EA do something, I'm starting to get less interested in this EP
