I'm playing in Widenburg right now and during winter I've had it snow several times (not a blizzard) and it would stick. The temperature was usually 'freezing' at the time so I think that perhaps contributed to it. In the beginning when transitioning from fall and the weather was relatively warmer it would snow but wouldn't stick. If I can recall afterward regardless whether if it was regular snowfall or a blizzard the snow stuck to the ground for a few days afterward and didn't melt for awhile.
Haven't tried Willowcreek or Newcrest but if the temperature was freezing during the time then yes it very well could perhaps be a bug.
