Snow?

Sims 4 doesn't have snow depth accumulation. We found this out when Seasons was first announced.

The snow usually covers the ground during winter. Outside this season, the snow will usually never cover the ground.

Plus there are hot areas like Del Sol Valley where the snow should never cover the ground.

It’s weird but I noticed when there a few days left for the season to be over, like 1-2 snow won’t accumulate. Was in San Myshuno and despite being covered in snow the final days it was already preparing for spring ? snow just refused to stick

So the climate in San Sequoia is like in Oasis Springs, Strangerville, Del Sol Valley... with no snow laying on the ground.
But there are mods for it.

Ig it kinda makes sense given that San Seq. is supposed to be SF, and it really doesn't snow a lot in SF. Weather is always kinda pleasant but neither extremely hot nor cold.

My ground isn't even white ... It has been before

Then that's strange...

The only thing I can suggest here is repairing the game through EA App/verifying the integrity of game files through Steam.
